Foundation TMS is a brand of OTR Insights. It was founded by Stephen Oatley, who has spent 20 years in the trucking industry as a freight broker, a carrier, an executive and more.

Stephen has worked both sides of freight. He has booked loads as a broker, moved them as a carrier and run the business as an executive. Foundation TMS grew out of that experience.
He created Foundation from the ground up. He built each system himself, and he personally builds every customer install.
